The NZ Transport Agency has about 1300 staff located in 11 offices across six regions. We aim to provide integrated transport solutions that serve the changing needs of New Zealanders.
Chief Executive Geoff Dangerfield reports to a statutory Board appointed by the Minister of Transport.
The Senior Leadership Team includes six Group Managers and six Regional Directors.

Brian Roche (Wellington), Chair. Brian, an accountant and partner at PricewaterhouseCoopers, is an expert in the governance, management and operation of the public sector. He has held a number of key government appointments including being the Establishment Chair of the Auckland Regional Transport Authority.
Garry Moore (Christchurch) is an accountant and has served as a member of the boards of Land Transport New Zealand and Transit New Zealand since April 2007. Garry served two terms as a Councillor on the Christchurch City Council and was Mayor of Christchurch from 1998 to 2007. While on the Christchurch City Council, he led the restructuring of the council at both elected and administrative levels.
Paul Fitzharris (Picton) has been the Acting Chair of Land Transport New Zealand since March 2007, and has served on the board since May 2005. During the latter part of his career with the New Zealand Police, Paul represented the New Zealand Police Department on the National Road Safety Committee.
Bryan Jackson (Waikanae) has been the Acting Chair of Transit New Zealand since March 2007. He is the Chair of Vehicle Testing New Zealand and is a past President of the Motor Trade Association. Previously he owned and operated a major motor vehicle dealership.
Grahame Hall (Rotorua) is a retired Mayor of Rotorua and Local Government New Zealand representative, Chair of the Rotorua Energy Charitable Trust and Rotorua Arts Trust. He is a New Zealand Nuffield Scholar, Former President Rotorua Federated Farmers, and Chair New Zealand Agricultural Training Council.
Alick Shaw (Wellington) has governance experience gained from nine years as a Wellington City Councillor and from his directorships on a range of government, community and trust boards.
Christine Caughey (Auckland) is a qualified planner with a professional background in local and regional government in Auckland. She was an Auckland City Councillor from 2004 to 2007. She is an experienced and certified planning commissioner under the Resource Management Act 1991.

Geoff Dangerfield was appointed the NZ Transport Agency's first Chief Executive on 9 April 2008.
He joined the NZ Transport Agency from the Ministry of Economic Development (MED) where he was Chief Executive since May 2001. Under his leadership, MED had an integrating influence in aligning both departments and ministers in a unified economic development strategy for New Zealand.
Previously, Geoff was Deputy Secretary to the Treasury in charge of the Asset and Liability and Management Branch, with responsibilities for the Crown's investments and interests in State Owned Enterprises (SOEs) and Crown financial institutions, and New Zealand's foreign and domestic debt.
He joined Treasury in 1985, working on reforms to transform departmental trading activities into SOEs, and on primary sector and science policy.
From 1993 to 1995, Geoff worked in the Department of the Prime Minister and Cabinet as an advisor on economic and fiscal strategy and Treaty settlements.
Before joining the Treasury, he worked in the Ministry of Works and Development on assessing public sector resource investment and regional infrastructure projects.
Geoff holds an MSc in resource management from the University of Canterbury.
Ernst Zollner – group manager strategy and performance
Previously director of urban
development and transport at the Wellington City Council, where he has held other roles including strategic planning and economic development. During his career he has been a lecturer on infrastructure planning and urban economics at the University of Auckland, worked at Local Government NZ and as a consultant in private practice. Ernst has a Masters Degree in city and regional planning, strong economic qualifications and considerable experience in stakeholder relationships.
Ian Gordon – group manager access and use
Previously general manager regulatory services for the former Land Transport NZ, Ian came to that role from being national manager vehicle certification for the Land Transport Safety Authority. With this experience in logistical and strategic planning, Ian will focus on systems design and implementation management.
Liz Huckerby – group manager people and capability
Previously acting deputy commissioner, people capability and governance at the Inland Revenue Department, Liz has just completed a secondment to the State Services Commission as a performance specialist providing oversight of the performance of chief executives and their agencies.
Allan Frost – group manager organisation support
Previously chief financial officer
and subsequently chief information officer for the Ministry of Agriculture and Forestry, Allan also sat on the ministry’s management executive board. He has considerable experience in organisational change management, and with his expertise in the information management field he brings a strong focus to improving service delivery and capability.
Colin Crampton – group manager highways and network operations
Previously general manager capital projects for Transit NZ, Colin has considerable experience in highways development, having worked for Transit since 1989. He has been active in introducing new business approaches and systems to procurement, risk management, and business reporting, and providing strategic advice on major projects.
Dave Brash, Group Manager Regional Partnerships and Planning
Dave was previously general manager of the Emissions Trading Group within the Treasury. In that role he led the development of New Zealand’s emissions trading scheme, which culminated in the passing of the enabling legislation in 2009.
Auckland/Northland
– Wayne McDonald
Previously general manager transport planning with Transit NZ, Wayne has spent his life working in the transport sector. He was previously Transit’s regional manager in Auckland and a director for the Traffic
Design Group in Auckland. He brings to this role a background in strategic planning, with a strong focus on providing policy and advice on integrated transport modes and networks, process development and travel behaviour change.

direction. She has a PhD from Queen’s

Transpower, Jenny has also held policy and
planning roles with the Porirua and Hutt City
Councils, the Ministry for the Environment
and Boffa Miskell environmental planning consultancy.
Canterbury/West Coast Region – Mark Yaxley
Previously acting partnership manager southern and formerly principal planning advisor with Land Transport NZ and Transfund respectively, Mark has spent several years in management and roading roles with the Waitaki and Dunedin City Councils.
Otago/Southland Region – Bruce Richards
Previously acting regional
manager for the Otago/
Southland region with Transit,
Bruce was resource consents manager at the
Dunedin City Council and a consultant to the
DCC and Queenstown Lakes District before joining Transit.
Waikato/Bay of Plenty – Harry Wilson
Previously chief executive of Environment Waikato, a role he held for the last five years, Harry was also group manager resource at Environment Waikato. He has held various management roles at Children, Young Persons and their Families Service, the Department of Social Welfare and the New Zealand Society for the Intellectually Handicapped.
