In this consultation, the NZ Transport Agency sought feedback from industry and other interested parties on the options available for vehicle border inspection following the intention of the Ministry of Agriculture and Forestry (MAF) to withdraw from providing this function in mid 2011.
Since 1998 MAF has been contracted to provide safety and standard inspection on used vehicle imports both in Japan prior to shipment and at the port in New Zealand.
Earlier this year, following a review of how it works with industry to manage the biosecurity risk, MAF has decided it no longer wishes to continue subcontracting the NZTA border inspection process as it is no longer its core business.
The NZTA now believe we have the opportunity to make significant improvements to the way border inspection is carried out.
The proposed change will open up the provision of Border Inspection services to a range of service providers ensuring a market driven competitive model, reducing costs, while at the same time improving vehicle safety and customer focus.
New Zealand has established a great deal of maturity in the processes surrounding the importation of used vehicles and this has given the public a high level of confidence that imported vehicles can be safely purchased and are of a high standard.
NZTA wishes to preserve this public confidence as well as look at ways to further improve the process.
The consultation paper outlining the options has been sent to organisations and individuals that have already registered an interest in the future direction of a replacement border inspection system.
Making a submission
The New Zealand Transport Agency (NZTA) welcome comments on the proposed replacement of the border inspection service provider as outlined in the consultation paper (PDF, 72 KB). In particular, the NZTA are seeking information regarding the logistical issues associated with carrying out Border Inspection activities both in NZ and offshore.
