This purpose of this proposed amendment Rule was to make changes to the Land Transport (Road User) Rule 2004, which sets out requirements for the safe and efficient user of roads by road users – driver, riders, passengers, pedestrians and those leading or driving animals.

The main change proposed in the amendment Rule addressed the risks to safety arising from the use of mobile phones while driving. The number of crashes associated with the use of mobile phones and, in particular, serious injury crashes has increased steadily over the last five years.
