Who is a zero alcohol licence issued to

A zero alcohol licence is issued to:

  • drivers who've been given a zero alcohol sentence by the courts, or
  • drivers who've been approved to exit the alcohol interlock licence stage of the alcohol interlock programme.

You must hold the zero alcohol licence for 3 years. During this time you must maintain a zero alcohol limit while driving.

The zero alcohol licence process

There are 3 stages involved in getting your zero alcohol licence.

Stage 1: zero alcohol licence application

You can apply for your zero alcohol licence when you've:

  • been approved to exit the alcohol interlock licence stage, or
  • completed any disqualifications that were handed down with your standalone zero alcohol sentence. 

You can apply for your zero alcohol licence at a driver licensing agent.

Tests required

If your licence was disqualified for more than 12 months, you’ll also need to pass the relevant tests before you can get your zero alcohol licence.

If you had a car licence (class 1) or motorcycle licence (class 6), you’ll have to pass the appropriate theory and practical tests to requalify your licence. If you had both a car and a motorcycle licence, and you want both again, you’ll have to pass theory and practical tests for each of them.

If you had a heavy vehicle licence (classes 2–5), you only sit theory and practical tests for the highest class to get all the lower licence classes back as well. For example, if you had a class 5 licence, you only need to sit a theory and practical test for class 5, you don’t have to sit tests for classes 1-4. You can choose to complete an approved course instead of passing tests.

You’ll need to pay a one-off test fee for each test type you need to sit. There are no fees to change, cancel or rebook your test.

If you’ve passed a theory test but still have to sit a practical test, you’ll be given a licence with a supervisor condition. The supervisor condition will remain until you’ve passed your practical test.

Standalone zero alcohol sentence

If you were given a standalone zero alcohol sentence by the court, your licence was disqualified at the same time. Even if the court gave you a disqualification period of less than 12 months, your licence will stay disqualified until you get your zero alcohol licence. This means if you don’t get your zero alcohol licence until more than 12 months after your zero alcohol sentence started, you’ll have to resit the tests.

Zero alcohol licence

Your zero alcohol licence will be pink and will display the zero alcohol condition, which means you’re subject to a zero alcohol limit while driving.

Stage 2: zero alcohol licence completion

You must hold your zero alcohol licence for 3 years. Any period where your licence is suspended or disqualified doesn’t count toward the 3 year period. During the 3 years, you can do most driver licence transactions (eg replace your licence, get a new class or endorsement, or reinstate your licence if you have another suspension or disqualification).

You won’t be able to renew your licence as the 3 year licence term is a fixed mandatory period where the zero alcohol limit must apply. At the end of the three year licence term, your zero alcohol licence will expire and you’ll be unlicensed. You’ll need to reinstate to a standard licence if you want to continue driving.

Stage 3: standard licence

To reinstate a standard licence you'll need to apply at a driver licensing agent. You'll need to pay the reinstatement fee of $48.00, complete the administration requirements and have a new standard licence issued before you can start driving again.
