Draft Investment Assessment Framework 2018-21 NLTP

The draft Investment Assessment Framework (IAF) [PDF, 554 KB] for the 2018-21 National Land Transport Programme (NLTP) has been released for feedback which closes on Friday 18 May 2018.

In the draft Government Policy Statement on land transport (GPS) (external link) , the Government has identified safety and access as key priorities, supported by the priorities of environment and value for money, and we have reviewed and updated the draft IAF to reflect these.

The NZ Transport Agency’s role is to put transport policy objectives into operation and deliver land transport programmes and activities. The IAF is the framework the Transport Agency uses to assess and prioritise projects and programmes for inclusion in the NLTP. It helps our transport sector investment partners understand how their projects will be prioritised under the draft GPS and will help approved organisations to frame-up Regional Land Transport Plans (RLTPs).

It is important that approved organisations become familiar with the new framework and criteria for programmes to understand what the draft GPS means for their communities and regional planning, and how the Transport Agency will assess and prioritise proposals. Our planning and investment teams will be working with our investment partners to help progress proposals as they are submitted to and delivered through RLTPs in the NLTP period.

Please review the draft IAF [PDF, 554 KB] and FAQs [PDF, 55 KB] to learn more about what this means for RLTPs. Further detailed guidance and information sheets will be added to our website’s Planning and Investment Knowledge Base throughout April.

To provide feedback please fill out the feedback form and submit before 5pm, Friday 18 May 2018. We will let you know that we have received your feedback and will be taking all feedback into account before finalising the draft IAF by 30 June 2018. We will provide a summary of the changes made to the draft IAF.

If you have any questions about the draft IAF or anything else related to the NLTP please email nltp@nzta.govt.nz
