Introduction

This section provides information, processes and procedures to assist approved organisations and Waka Kotahi NZ Transport Agency in developing promotion of road safety and/or demand management activities.

The activity class, Promotion of road safety and demand management, promotes the safe, efficient and effective use of the land transport system through behavioural-based activities. It is described in the Government Policy Statement(external link) on land transport (GPS) as investment to support behavioural changes to increase road safety and promote mode shift and use of travel planning to optimise the transport system – including work and school travel management plans, cycle safety training, ride sharing, promotion of public transport and active modes, provision of alcohol interlocks and reimbursements  related to impounded vehicles.

 

Government expectations

The government has set out its expectations of the land transport system in the 2018 GPS.(external link)

These include the results from investments in promoting road safety and demand management from the National Land Transport Fund.

 

  • Short- to medium-term results

    For short- to medium-term results from the promotion of road safety and demand management, the government expects:

    • renewed strategic focus to have the greatest impact on reducing death and serious injury (including developing a new road safety strategy and action plan in the next 12-18 months)
    • safer road use through appropriate education and promotion activities, and regulatory changes
    • improved real and perceived safety for both pedestrians and cyclists
    • increased proportion of journeys made using public transport and active modes of travel (including children travelling to and from school)
    • reduced greenhouse gas emissions from land transport using a whole-of-system approach
    • increased uptake of active travel modes such as walking and cycling to support environmental and public health objectives.

  • Long-term results

    For long-term results from the promotion of road safety and demand management, the government expects:

    • a significant reduction in deaths and serious injuries
    • an increased mode shift from private vehicle trips to walking, cycling and public transport.
    • reduced greenhouse gas emissions from transport
    • a reduction in negative effects of transport on the local environment and on public health.

Programme funding

Funding for road safety promotion activities is usually approved as a single allocation covering the programme of activities to be delivered in a National Land Transport Programme (NLTP).  A breakdown of the amount requested and its contribution to results alignment must be entered into Transport Investment Online and updated as variations are agreed with Waka Kotahi.

Demand management activities in the 2018-21 NLTP will be approved either as single projects or, where applicable, as a combination of similar projects delivered in a discrete area.

Qualifying for NLTP consideration

To qualify for inclusion in the NLTP and subsequent approval of funding:

  • Any proposed activity is eligible by meeting the definition of the promotion of road safety and demand management activity class in the GPS and the appropriate work category definition in this Knowledge Base
  • All regionally delivered promotion of road safety and demand management activities proposed for inclusion in the NLTP must also be included in a regional land transport plan (RLTP)
  • Organisations must comply with the Waka Kotahi Procurement manual (external link)(external link) and procurement rules, as well as any relevant standards and guidelines as listed in the Waka Kotahi Register of network standards and guidelines (external link)(external link).

Assessment of promotion of road safety and demand management programmes

Waka Kotahi assesses the promotion of road safety and/or demand management programmes under the Waka Kotahi Investment Assessment Framework. See Assessment of promotion of road safety and demand management programmes.

Procurement

An approved procurement procedure for outsourcing the promotion of road safety and/or demand management activities is described in the approved organisation’s or the Waka Kotahi endorsed procurement strategy. See the Waka Kotahi Procurement manual(external link).

If an approved organisation or Waka Kotahi uses in-house staff resources to provide professional services to deliver road safety and/or demand management activities, the total expenditure to be reflected in the funding assistance claim will be equal to the salary costs plus overheads (to be determined in a way that is consistent with generally accepted accounting practice).

Approved organisations and Waka Kotahi are required to document how the amount of funding assistance claimed has been determined.
