Planning for walking and cycling

Walking and cycling provides a healthy, economic and environmentally friendly travel option for New Zealanders. Both walking and cycling:

  • alleviate congestion
  • help improve travel times for all road users
  • improve the reliability and resilience of the transport networks.

For these reasons, we're committed to planning and delivering high-quality pedestrian and cyclist networks.

How we're providing for walking and cycling

We plan for walking and cycling by:

  • working with, and providing guidance to, local government to achieve integrated walking and cycling networks
  • working with, and providing guidance to, local government to plan for walking and cycling networks that are most appropriate for a region
  • seeking consistency between local and regional cycling strategies, and the relevant regional land transport strategies and plans
  • encouraging the development of model communities, which address congestion through creating user-friendly environments for walking and cycling
  • addressing walking and cycling requirements in our:
    • integrated transport planning
    • funding priorities
    • state highways strategies - they need to be consistent with agreed walking and cycling strategies
    • planning for cyclists and pedestrians on state highways that represent engineering best practice, quality urban design and value for money.

Tailored solutions

Providing cycling and walking facilities is not a one-size-fits-all approach. The solution we develop for a particular location depends on:

  • the surrounding land use - existing and planned
  • the transport corridor type and function
  • safety issues
  • the numbers and specific needs of cyclists and pedestrians
  • the local priorities and the approach taken by other relevant stakeholders.
