Applications to the Environmental Protection Authority (EPA)

On 6 November 2012, the NZ Transport Agency (NZTA) lodged its regulatory consents application for the Christchurch Southern Motorway Stage 2 and Main South Road Four Laning Project with the Environmental Protection Authority (EPA).

On 16 February the EPA publically notified this project, which was referred to a Board of Inquiry (BoI) for decision.  The hearing to consider submissions and evidence was held over 6 days between Monday 1 July and Tuesday 16 July 2013.

In November 2013 the BoI’s approved the NZ Transport Agency’s application for the Christchurch Southern Motorway Stage 2 project. Details of the BoI’s decision can be found on the Environmental Protection Authority’s website.



The plans and reports on this project website are up to date with all changes as of the end of hearings.

Sections of the plans which have been updated are noted on the Plan Set page and specific drawing updates within that section can be identified as Rev 1 or 2 as appropriate. (Rev 0 are those unchanged from lodgement).

About the project

The Christchurch Southern Motorway Stage 2 and Main South Road Four Laning Project (CSM2 and MSRFL) will widen and upgrade the existing Main South Road (State Highway 1) to a four-lane median separated expressway from just north of Rolleston to Robinsons Road and a new section of State Highway (constructed to motorway standard) from Main South Road near Robinsons Road to connect with the Christchurch Southern Motorway Stage 1 (CSM1) near Halswell Junction Road.

The Christchurch Motorways project is one of seven ‘roads of national significance’ projects identified by the Government as essential state highways requiring upgrading to reduce congestion, improve safety and support economic growth in New Zealand.

The NZ Transport Agency will work closely with regional partners, stakeholders and local communities to deliver a quality State Highway that will best benefit the region and New Zealand for many years to come.
