Economic evaluation manual - volume 1

The NZTA's Economic evaluation manual - volume 1 (EEM1) is the industry's standard for the economic evaluation of transport activities and is used by approved organisations for economic evaluation and the preparation of funding applications to the NZTA. The EEM1 sets out procedures and values to be used for the calculation of benefits such as savings in travel time, increased trip reliability, changes in vehicle operating costs, reduced accident costs, as well as benefits from increased transport user comfort, reduced driver frustration and impacts on the environment and non-transport users.

The Economic evaluation manual - volume 1 (EEM1) is a companion to EEM volume 2. Economic evaluation software is also available on this website.

When an economic evaluation has already been completed using the procedures prior to the current EEM1, use the latest update factors (in appendix A12) to bring the benefits and costs up to July 2009 values before submitting it for funding consideration.

EEM1 is available in PDF format, it can be downloaded and used free of charge. Hard-copies can be ordered for $150.00 (including postage and GST) using the order form.

Forms reflecting the current version of the EEMs are now available.

Note: a technical amendment to NZ Transport Agency's Economic Evaluation Manuals Volumes 1 & 2 was released on 14 May 2010 resulting in the re-release of the manuals and are effective from 1 January 2010. The PDFs have been updated on the website, and a list of the changes to the manuals can be found in the technical amendment document (PDF, 67 KB).
