The Economic evaluation manual - volume 2 (EEM2) contains procedures and guidance for the calculation of benefits for transport demand management proposals. The EEM2 covers freight and passenger transport services and the broader spectrum of transport demand management type projects including tolling and travel behaviour change, as well as walking and cycling.
