Planning, programming and funding manual

The Planning, programming and funding manual sets out the NZTA's policies, procedures and guidance for the planning and management of land transport activities that can be funded from the national land transport fund.

This manual will guide the 2009/10–2011/12 regional land transport programmes (RLTPs) and the National Land Transport Programme (NLTP) – the first three-year transport programmes. It sets out policy and procedures for developing and managing the RLTPs and NLTP during those cycles.

The manual was also used to manage the 2008/09 NLTP.

The procedures described in this manual have been developed to assist approved organisations to prepare and plan projects and activities for which they seek funding from the NZTA, within the framework of the NZTA’s overall funding allocation process.

The Planning, programming and funding manual is also available in PDF, either as the whole document or in parts. The PDF version is the master document.

Chapter B4 Sub-regional strategies and plans

B4.1 Overview

Introduction

Sub-regional strategies and plans are used to link regional land transport strategies (RLTSs) or community outcomes to implementation plans when these are contained in an RLTS. They link RLTSs, described in Chapter B3, to the formulation of packages and projects, described in Chapter C3.

Approved organisations can request funding assistance for the development of sub-regional strategies and plans. This is described in Chapter F2.

Sub-regional strategies and plans should apply the integrated planning approach described in Chapter B2.

Purpose

The purpose of this chapter is to help transport planners, and transport network or service managers formulate sub-regional strategies and plans in accordance with the guidance given in the earlier chapters (B1 and B2) of this part of the manual.

Audience

The audience for this chapter is:

  • transport planners and transport network or service managers working in local authorities and the NZTA
  • NZTA staff providing advice and guidance to such planners.
