C12.13 Finalise the RLTP
Amended programmes due to local authority consultation
A local authority may need to change activities or combinations of activities proposed for an RLTP as a result of either:
- the local authority’s LTCCP consultation process, or
- reviews of activities or combinations of activities between the local authority and the NZTA.
When the changes to activities or combinations of activities become known after the last date for changes to the RLTP, they will be treated as a variation to the RLTP.
The local authority must enter the changes into LTP online.

Incorporate changes from consultation into final RLTP
The NZTA recommends that the RAG prepares the recommended final RLTP.
The following changes should be incorporated into the spreadsheet and templates used to prepare the RLTP:
- changes arising from the consultation process on the RLTP
- changes from consultation and adoption of LTCCPs by local authorities.
RTC lodges RLTP with regional council
Each RTC must lodge its final RLTP with the regional council.
Note: The RAG should ensure that the LTP online records are up to date and reflect the RLTP exactly.
Regional council approves or refers back
Each regional council (not for the Auckland region) must consider the RLTP.

RTC response to referral by regional council
The RTC must consider the issues raised by the regional council.
The RTC may amend the RLTP or forward additional information to the regional council.
If the RTC amends the RLTP, and the amendments are:
- significant in terms of the RTC’s significance policy, the RTC must consult in the manner set out in sections 18 and 18A of the LTMA
- not significant, the RTC may forward the amended RLTP to the regional council without consulting on the amendments.
Note: The RAG should ensure that LTP online reflects any RLTP amendments.
Regional council response to receiving further information or receiving an amended RLTP
The regional council must either approve the RLTP or amended RLTP, or forward the amended RLTP to the NZTA stating that they have not approved it and the reasons for this.
The regional council must do this before the date set by the NZTA.

Update LTP online to reflect final RLTP
LTP online should be updated to reflect the final RLTP recommended by the RTC and adopted or forwarded by the regional council, or ARTA for Auckland.
This involves updating the activity records in LTP online, either by uploading the modified spreadsheet template or modifying the activity records in LTP online, and attaching the completed funding plan template.
The declaration stating the accuracy of the information should also be submitted.
This enables the NZTA to aggregate all draft RLTPs and develop the NLTP.
An electronic copy of the RLTP should be uploaded into LTP online as soon as it becomes available.

Publish RLTP
Forward copies to the NZTA and other parties, and make it available to the public.
Upload a copy of the RLTP into LTP online, unless this has already been done.
