Planning, programming and funding manual

The Planning, programming and funding manual sets out the NZTA's policies, procedures and guidance for the planning and management of land transport activities that can be funded from the national land transport fund.

This manual will guide the 2009/10–2011/12 regional land transport programmes (RLTPs) and the National Land Transport Programme (NLTP) – the first three-year transport programmes. It sets out policy and procedures for developing and managing the RLTPs and NLTP during those cycles.

The manual was also used to manage the 2008/09 NLTP.

The procedures described in this manual have been developed to assist approved organisations to prepare and plan projects and activities for which they seek funding from the NZTA, within the framework of the NZTA’s overall funding allocation process.

C3.12 Quality of information in RLTPs

Quality of RLTP information

The organisation proposing activities and combinations of activities for inclusion in the RLTP is responsible for the quality of the information.

This includes:

  • completeness
  • accuracy
  • timeliness
  • ensuring that activity preparation complies with the NZTA's requirements and statutory requirements.

Accountability for quality of assessments

The approved organisation is responsible for the:

  • accuracy, completeness and appropriateness of the data used
  • assumptions made and calculations for determining the assessment of projects.

Inclusion of a project in the NLTP, and approval for funding, does not necessarily mean that the NZTA has validated the information or the assessment provided by the proposing organisation. The approval of a project means that the assessment is only verified in terms of the checklist for project evaluations - worksheet 7 from the NZTA's Economic evaluation manual, volume 1.

Conformity of submission with other plans

The NZTA expects that submitted transport programmes, packages, projects and 10-year budgets will be substantially the same as those included or referenced in the approved organisation's:

  • activity management plans and annual plan, or
  • LTCCP, or
  • other equivalent documents.

The NZTA acknowledges that, because of differing timeframes, some variances may arise. However, these are expected to be small at the time the final submission is made.
