Planning, programming and funding manual

The Planning, programming and funding manual sets out the NZTA's policies, procedures and guidance for the planning and management of land transport activities that can be funded from the national land transport fund.

This manual will guide the 2009/10–2011/12 regional land transport programmes (RLTPs) and the National Land Transport Programme (NLTP) – the first three-year transport programmes. It sets out policy and procedures for developing and managing the RLTPs and NLTP during those cycles.

The manual was also used to manage the 2008/09 NLTP.

The procedures described in this manual have been developed to assist approved organisations to prepare and plan projects and activities for which they seek funding from the NZTA, within the framework of the NZTA’s overall funding allocation process.

Chapter C8 Preparing other road maintenance activites

Introduction

This chapter covers programming requirements for road maintenance activities outside of the road operations, maintenance and renewal programme described in Chapter C7. These activities are also not part of the approved block road maintenance allocation.

Level crossing warning devices

A budget is required for each of the three financial years of the regional land transport programme (RLTP), together with a brief description of the proposed activities. Expected expenditure in this work category must be included in the 10-year activity class budget.

Emergency reinstatement

Emergency reinstatement funding should not be requested during the RLTP preparation process, nor included in the 10-year activity class budget. The NZTA will make a national-level provision for this work category. Road controlling authorities (RCAs) should submit a funding application direct to the NZTA after each event.

State highway property management

A budget is required for each of the three financial years of the RLTP. Details of the property inventory, revenues and expenses, along with a brief description of the property management strategy, must be provided with the funding request.

Expected expenditure in this work category must be included in the 10-year activity class budget.

Financial grants

Requests for funding for financial grants should not be made during the RLTP preparation process. These will be handled at programme reviews.

Preventive maintenance

The NZTA requires that RCAs submit a budget for preventive maintenance for inclusion in the RLTP, showing when expenditure is expected. Preventive maintenance projects will be managed in a group.

Expected expenditure in this work category must be included in the 10-year activity class budget.

Actual applications for preventive maintenance:

  • will be handled at programme reviews
  • must be submitted in LTP online.
