Planning, programming and funding manual

The Planning, programming and funding manual sets out the NZTA's policies, procedures and guidance for the planning and management of land transport activities that can be funded from the national land transport fund.

This manual will guide the 2009/10–2011/12 regional land transport programmes (RLTPs) and the National Land Transport Programme (NLTP) – the first three-year transport programmes. It sets out policy and procedures for developing and managing the RLTPs and NLTP during those cycles.

The manual was also used to manage the 2008/09 NLTP.

The procedures described in this manual have been developed to assist approved organisations to prepare and plan projects and activities for which they seek funding from the NZTA, within the framework of the NZTA’s overall funding allocation process.

Chapter E5 Monitoring, auditing and reporting

E5.1 Overview

Purpose

This chapter sets out the NZTA’s procedures for monitoring, auditing and reporting on the land transport system and land transport activities.

Audience

The intended audience for this chapter includes:

  • approved organisations
  • the NZTA.

Supply of information between approved organisations and the NZTA

An approved organisation may be required to provide any information to the NZTA that the NZTA considers it needs in order to perform its functions under the Land Transport Management Act 2003 (LTMA).

An approved organisation may require any other approved organisation to provide any information that it considers it needs in order to perform its functions under the LTMA.

A requirement under these provisions must be made in writing. The information required must be provided as soon as practicable after the requirement is received and be in a readily understandable form.

The NZTA uses the above provisions to collect information for purposes of monitoring, auditing and reporting on the land transport system and land transport activities. In particular, the information is needed for the NZTA to fulfil its reporting requirements under sections 11 and 100 of the LTMA.

Supply of information to the Ministry of Transport

The Secretary for Transport may request the NZTA to provide any information that is reasonably required and relevant to enable the Secretary to carry out monitoring and reviewing of:

  • specified aspects of the NZTA’s procedure
  • samples of activities or combinations of activities approved by the NZTA.
