Planning, programming and funding manual

The Planning, programming and funding manual sets out the NZTA's policies, procedures and guidance for the planning and management of land transport activities that can be funded from the national land transport fund.

This manual will guide the 2009/10–2011/12 regional land transport programmes (RLTPs) and the National Land Transport Programme (NLTP) – the first three-year transport programmes. It sets out policy and procedures for developing and managing the RLTPs and NLTP during those cycles.

The manual was also used to manage the 2008/09 NLTP.

The procedures described in this manual have been developed to assist approved organisations to prepare and plan projects and activities for which they seek funding from the NZTA, within the framework of the NZTA’s overall funding allocation process.

E5.2 Performance of the land transport system

Introduction

This section sets out the NZTA’s procedures for monitoring performance of the land transport system.

LTMA provision

The NZTA’s statutory functions include promoting an affordable, integrated, safe, responsive and sustainable land transport system.

The NZTA interprets its ‘promotion’ function as an interactive process with transport providers and users of the land transport system that results in changes to trends associated with ‘an affordable, integrated, safe, responsive and sustainable land transport system’.

Land transport system targets

The Government Policy Statement (GPS) sets out the short- to medium-term impacts and objectives that the government wishes to achieve through the allocation of funding from the NLTF. The GPS contains transport-related targets consistent with the New Zealand Transport Strategy (NZTS) relevant to the allocation of funding over a 10-year period. Targets are related to current performance, trends and what can feasibly be achieved over the short to medium term.

Monitoring regional and national performance with TMIF

In consultation with sector agencies dealing with land, sea and air transport, the Ministry of Transport has developed a framework of key transport indicators suitable for monitoring regional and national performance. The result is the Transport Monitoring Indicators Framework (TMIF), which was launched on 1 August 2008.

The TMIF provides a national and, where possible, regional framework for the robust and consistent performance monitoring of the New Zealand ‘transport system’. It will be used to measure progress against the sector objectives and targets in the NZTS (as amended in 2008) and the GPS. It will also provide data to inform and evaluate transport-related policies and strategies.

Monitoring local and regional performance

Local and regional performance of the land transport system continues to be monitored by territorial authorities and regional councils as well as the NZTA, if related to fulfilment of their respective functions.

The NZTA uses the information to inform the TMIF and to work with approved organisations, as they develop strategies and activities that will address the transport objectives and targets for including in regional land transport programmes (RLTPs) and the National Land Transport Programme (NLTP).

Source of data

Local, regional and national data is collected from many sources, including:

  • LTP online
  • annual achievement reports (AAR)
  • annual statistics reports (ASR)
  • Motor Vehicle Register (MVR)
  • Driver Licence Register (DLR)
  • Crash Analysis System (CAS)
  • approved organisations’ road assessment and maintenance management system databases
  • other government agencies (eg Statistics NZ, Ministry of Economic Development, Ministry of Transport).

Once collated and published, the data that the NZTA collects is available in a range of document formats through the SmartMovez website.
