Planning, programming and funding manual

The Planning, programming and funding manual sets out the NZTA's policies, procedures and guidance for the planning and management of land transport activities that can be funded from the national land transport fund.

This manual will guide the 2009/10–2011/12 regional land transport programmes (RLTPs) and the National Land Transport Programme (NLTP) – the first three-year transport programmes. It sets out policy and procedures for developing and managing the RLTPs and NLTP during those cycles.

The manual was also used to manage the 2008/09 NLTP.

The procedures described in this manual have been developed to assist approved organisations to prepare and plan projects and activities for which they seek funding from the NZTA, within the framework of the NZTA’s overall funding allocation process.

Chapter F10 Other road-related funding policies

F10.11 Location and relocation of services

Introduction

The RCA's share of the cost involved in the relocation of services is eligible for funding assistance. The service authority's share of the costs is to be excluded from the cost of the work.

Services on pipes

Where existing pipes are replaced with new pipes, only the cost of laying them is eligible for funding assistance.

Services on structures

Where a service authority requires services to be carried on a structure, or where an existing service is transferred due to replacement of an existing structure, the following policy applies.

New structures: no restriction to access

A cost recovery charge must be made to the service authority where a service is to be carried on a new road bridge or another form of structure (eg a tunnel) and:

  • no restriction is to be placed on access for any road user
  • no ancillary service existed previously.

New structures: access restricted

Prior consent of the RCA is required when a service is to be carried on a new motorway or other road structure and restrictions are placed on:

  • classes of users (eg a toll facility), or
  • methods of use, or
  • freedom of access.

A cost recovery charge will apply.

New structures: bridge to maintain existing access

Where a new structure is provided to maintain access for an existing road or street over a new motorway or major roadway, the full costs of maintaining existing services, including supply and installation of replacement pipes and cables, is to be a roading charge.

Note: Where additional services are required, the provision of materials is to be a service authority charge, with the cost recovery charge applied to reflect the weight of the additional services required.

Replacement of an existing structure

Where an existing structure is to be replaced, the transfer of existing services onto the new structure is not eligible for funding assistance.

If cost recovery arrangements have not been made

Where services are to be added to an existing structure, and where prior cost recovery arrangements (in terms of the above cases) have not been applied, the attachment of new services to the structure will be dependent on a structural check to ensure that the services can be accommodated safely.

Note: All costs involved in attaching the services to the structure are to be met by the service authority. The cost recovery charge will be applied with respect to the original cost of constructing the structure.

Cost recovery charge

The following formula for the cost recovery pertains:

Cost recovery charge   =   ((weight of services with content)  /  (overall weight of bridge superstructure))   x   cost of bridge

Note: The service authority is to make the necessary arrangements for supplying its own materials and for installation, at either the time of bridge construction or a later date.
