Planning, programming and funding manual

The Planning, programming and funding manual sets out the NZTA's policies, procedures and guidance for the planning and management of land transport activities that can be funded from the national land transport fund.

This manual will guide the 2009/10–2011/12 regional land transport programmes (RLTPs) and the National Land Transport Programme (NLTP) – the first three-year transport programmes. It sets out policy and procedures for developing and managing the RLTPs and NLTP during those cycles.

The manual was also used to manage the 2008/09 NLTP.

The procedures described in this manual have been developed to assist approved organisations to prepare and plan projects and activities for which they seek funding from the NZTA, within the framework of the NZTA’s overall funding allocation process.

Chapter F10 Other road-related funding policies

F10.13 Uneconomic roading facilities

Introduction

The NZTA accepts the concept of continuing weight restrictions on roading facilities where it is shown to be the economic option. Therefore, where the cost of renewal, reinstatement or structural upgrading of any roading facility is classed as uneconomic, such works will normally not be eligible for funding assistance. The NZTA will, however, continue to provide funding assistance for the cost-effective maintenance of the facility.

Definition: uneconomic roading facility

An uneconomic roading facility is where the ratio of the total cost of the work to be undertaken per annual average daily traffic (AADT) is greater than or equal to $8000 per vehicle.

Application for funding assistance

On application, the NZTA will consider the eligibility of funding assistance for non-maintenance activities on uneconomic roading facilities on a case-by-case basis. In this event, a report to the NZTA is required, providing:

  • a map showing the facility and the properties served
  • the estimated or measured AADT volume using the facility
  • the existing capital value of the properties and an estimate of what it would be without the facility (if there are five or less properties served)
  • a statement on the economics of providing a facility with a loading capacity of class I compared with a loading capacity of less than class I. This may be provided either by maintenance or repair of the existing facility, or by construction of a low-cost replacement facility in terms of the NZTA's Economic evaluation manual, volume 1.

Private access

Where the purpose of a road or bridge is essentially that of private access and does not meet the criteria as an economic roading facility, the NZTA supports its transfer to the relevant property owners.

Programming

This policy must be checked, in particular, when proposing work under the following work categories:

  • 141: emergency reinstatement
  • 241: preventive maintenance
  • 322: renewal of bridges and other structures.
