Planning, programming and funding manual

The Planning, programming and funding manual sets out the NZTA's policies, procedures and guidance for the planning and management of land transport activities that can be funded from the national land transport fund.

This manual will guide the 2009/10–2011/12 regional land transport programmes (RLTPs) and the National Land Transport Programme (NLTP) – the first three-year transport programmes. It sets out policy and procedures for developing and managing the RLTPs and NLTP during those cycles.

The manual was also used to manage the 2008/09 NLTP.

The procedures described in this manual have been developed to assist approved organisations to prepare and plan projects and activities for which they seek funding from the NZTA, within the framework of the NZTA’s overall funding allocation process.

Note: The online version and PDF section for the Planning, programming and funding manual now incorporate the changes from Amendment 1 and is effective from 1 July 2009.

Road policing resolutions

This work category provides for NZ Police management of sanctions, prosecution and court orders.

Examples of qualifying activities

Examples of qualifying activities for work category 713 include:

  • processing of traffic infringement and offence notices
  • prosecution of offences against transport and road safety related legislation
  • processing of limited licence applications
  • the execution of warrants to arrest, fines warrants and other warrants, and the serving of summonses and other minor offence notices generated under the Transport Act 1962 (court documents)
  • contributing to the enforcement of roadside suspensions.

Community engagement in land transport

This work category provides for community engagement activities by NZ Police.

Police community services

Examples of qualifying activities for road safety services include:

  • community road safety liaison and consultation (attendance at meetings, the provision of information, etc)
  • involvement with the development and delivery of road safety action plans
  • participation in community programme activities as agreed and planned at the local level.

School road safety education

Examples of qualifying activities for school road safety education include:

  • management and delivery of Police school road safety education services to schools, including the development of road safety education programmes
  • school road safety education services and training of school traffic safety teams delivered by trained, sworn Police education officers (PEOs)
  • monitoring of school traffic safety teams delivered by PEOs or other sworn Police staff who have completed school patrol monitoring training.
