F2.2 W/C 001: Regional land transport planning management
Definition: work category 001
Regional land transport planning management
This work category provides for regional authority statutory land transport planning activities.
Examples of qualifying activities
Examples of qualifying activities include:
- regional transport committee servicing
- regional land transport strategy (RLTS) preparation and management, including consultation, approval, variation, monitoring and reporting
- regional land transport programme preparation, including consultation, approval, variation and management.
Exclusions: work category 001
This work category excludes:
- studies and strategies defined under work category 002: Studies and strategies
- preparation of activity management plans, including regional public transport plans – these are funded under work category 003: Activity management plans.
Regional transport committees
Each regional council is responsible for appointing a regional transport committee (RTC) for its region.
RTCs have specific statutory functions.
Legislation: LTMA s105, s106 and clause 11 of schedule 7.
Regional land transport strategies
Regional councils have the statutory oversight responsibility to prepare, consult on, approve, make available, review and report on their RLTS.
RLTSs should be developed in collaboration with NZTA regional staff, taking into account any guidelines for RLTSs issued by the Minister of Transport.

Regional land transport programmes
In all regions except the Auckland region, regional councils have the statutory oversight responsibility to prepare, consult on, approve, make available and review their regional land transport programme (RLTP). The Auckland Regional Transport Authority (ARTA) has this responsibility in the Auckland region.
The form and detail of the RLTP, prescribed by the NZTA in accordance with sections 16(4) and 17(4) of the LTMA, are set out in this manual and in the Regional land transport programme guidelines issued separately by the NZTA.
