F3.2 W/C 421: Demand management
Definition: work category 421
Demand management
This work category provides for:
- travel demand management (personal travel) activities
- transport demand management (freight transport) activities.
The objective of demand management is to:
- modify travel decisions to reduce negative impacts of transport
- encourage private motor vehicle users to use alternative, more sustainable means of transport, while also reducing total vehicle kilometres travelled.
Reference: Demand management strategies and programmes are described in Chapter 2 of Economic evaluation manual, volume 2.
Examples of qualifying activities
Examples of qualifying activities include:
- road pricing and tolling
- parking pricing and management
- land-use change, including access management.
Exclusions: work category 421
This work category excludes:
- studies and development of strategies for demand management, travel behaviour change, and walking and cycling - these are funded under work category 002: studies and strategies
- travel behaviour change activities, including the preparation of travel plans and neighbourhood accessibility plans, and associated education and promotion initiatives - these are funded under work category 432: community programmes.
