Planning, programming and funding manual

The Planning, programming and funding manual sets out the NZTA's policies, procedures and guidance for the planning and management of land transport activities that can be funded from the national land transport fund.

This manual will guide the 2009/10–2011/12 regional land transport programmes (RLTPs) and the National Land Transport Programme (NLTP) – the first three-year transport programmes. It sets out policy and procedures for developing and managing the RLTPs and NLTP during those cycles.

The manual was also used to manage the 2008/09 NLTP.

The procedures described in this manual have been developed to assist approved organisations to prepare and plan projects and activities for which they seek funding from the NZTA, within the framework of the NZTA’s overall funding allocation process.

F4.2 W/C 451: Pedestrian facilities

Definition: work category 451

Pedestrian facilities

This work category provides for the construction/implementation of new or improved pedestrian facilities.

To qualify under this work category, the facilities must:

  • form part of a transport network
  • integrate walking with other transport modes
  • be identified either specifically or generically in a current walking, or walking and cycling strategy or implementation plan, preferably supported by the NZTA
  • induce higher numbers of pedestrians (or reduce the rate of decline)
  • improve safe access for pedestrians.

Examples of qualifying activities

Examples of qualifying activities include:

  • new or improved footpaths, including on an existing bridge
  • pedestrian crossing features, including kerb crossings, kerb protrusions, central refuges and pedestrian platforms
  • pedestrian crossing controls, including zebra crossings, kea crossings and pedestrian traffic signals
  • signage
  • altering kerb lines to improve pedestrian access
  • pedestrian shelters (excluding shelters that are primarily provided for waiting for, or getting to or from, passenger transport)
  • pedestrian overbridges/underpasses
  • pedestrian crossings of railways
  • all markings, traffic signals, lighting, etc necessary to bring the facility into service.

Exclusions: work category 451

This work category excludes:

  • pedestrian facilities used for purely recreational purposes - these are not eligible for financial assistance
  • promotion of walking - these are provided for under:
    • work category 432: community programmes
    • work category 812: national education and promotion programmes
  • new, improved and replacement passenger transport shelters - these are provided for under:
    • work category 514: passenger transport facilities operations and maintenance
    • work category 531: public transport infrastructure
  • shared pedestrian and cycling facilities - these are provided for under work category 452: cycle facilities.
