Planning, programming and funding manual

The Planning, programming and funding manual sets out the NZTA's policies, procedures and guidance for the planning and management of land transport activities that can be funded from the national land transport fund.

This manual will guide the 2009/10–2011/12 regional land transport programmes (RLTPs) and the National Land Transport Programme (NLTP) – the first three-year transport programmes. It sets out policy and procedures for developing and managing the RLTPs and NLTP during those cycles.

The manual was also used to manage the 2008/09 NLTP.

The procedures described in this manual have been developed to assist approved organisations to prepare and plan projects and activities for which they seek funding from the NZTA, within the framework of the NZTA’s overall funding allocation process.

Chapter F4 Walking and cycling

F4.3 W/C 452: Cycle facilities

Definition: work category 452

This work category provides for the construction/implementation of new or improved cycle facilities, and shared pedestrian and cycle paths.

If a road has inadequate width for the safe passage of cyclists, then the construction of a wider carriageway or separate cycle path is eligible for funding assistance within the relevant road controlling authority's programme.

To qualify under this work category, the facilities must:

  • form part of a transport network
  • integrate cycling with other transport modes
  • be identified either specifically or generically in a current cycling, or walking and cycling strategy or implementation plan, preferably supported by the NZTA
  • induce higher numbers (or reduce the rate of decline) of cyclists
  • improve safe access for cyclists.

Examples of qualifying activities

Examples of qualifying activities include:

  • shared pedestrian and cycle paths
  • bicycle parking/racks
  • kerb crossings
  • signage
  • new or improved cycle lanes, including on existing bridges
  • separate cycle paths
  • widening the existing carriageway to provide cycle lanes
  • all markings, traffic signals, lighting, etc necessary to bring the facility into service.

Exclusions: work category 452

This work category excludes:

  • cycling facilities used for purely recreational purposes - these are not eligible for financial assistance
  • promotion of cycling -this is provided for under:
    • work category 432: community programmes
    • work category 812: national education and promotion programmes.
