Planning, programming and funding manual

The Planning, programming and funding manual sets out the NZTA's policies, procedures and guidance for the planning and management of land transport activities that can be funded from the national land transport fund.

This manual will guide the 2009/10–2011/12 regional land transport programmes (RLTPs) and the National Land Transport Programme (NLTP) – the first three-year transport programmes. It sets out policy and procedures for developing and managing the RLTPs and NLTP during those cycles.

The manual was also used to manage the 2008/09 NLTP.

The procedures described in this manual have been developed to assist approved organisations to prepare and plan projects and activities for which they seek funding from the NZTA, within the framework of the NZTA’s overall funding allocation process.

F6.2 About activity class 6: Rail and sea freight

Introduction

Activity class 6: Rail and sea freight

Activity class 6 is intended to transfer road freight to rail or sea.

Qualifying activities

The NZTA will consider applications for funding assistance under activity class 6 if the activities:

  • transfer road freight
  • have benefits to
    • the road network
    • road controlling authorities (RCAs)
    • road users.

The activity should have a benefit cost ratio (BCR) greater than 1, as calculated according to the NZTA's Economic evaluation manual, volume 2. This means that the activity will deliver more benefits than the subsidy provided.

Activities must be assessed according to the requirements of the NZTA's assessment methodology, set out in section G5.2.

Supporting information

The following supporting information must be provided for implementation projects under this work category:

  • risk analysis for projects with a present value of the funding gap of greater than $1 million
  • audit of road user benefits
  • confirmation that the roading alternative is not constrained by the regional land transport strategy (RLTS)
  • a rigorous assessment and economic efficiency evaluation.
