Planning, programming and funding manual

The Planning, programming and funding manual sets out the NZTA's policies, procedures and guidance for the planning and management of land transport activities that can be funded from the national land transport fund.

This manual will guide the 2009/10–2011/12 regional land transport programmes (RLTPs) and the National Land Transport Programme (NLTP) – the first three-year transport programmes. It sets out policy and procedures for developing and managing the RLTPs and NLTP during those cycles.

The manual was also used to manage the 2008/09 NLTP.

The procedures described in this manual have been developed to assist approved organisations to prepare and plan projects and activities for which they seek funding from the NZTA, within the framework of the NZTA’s overall funding allocation process.

F6.5 About activity class 7: Domestic sea freight development

Introduction

Activity class 7: Domestic sea freight development

In order to increase the freight volumes carried by coastal shipping, activity class 7 is intended to provide seed funding for:

  • the development of new or enhanced coastal shipping freight services and related infrastructure
  • studies of the feasibility of such services.

Examples of qualifying activities

Examples of qualifying activities include:

  • new or enhanced coastal freight services
  • establishment of specific freight services on particular routes or corridors
  • relevant infrastructure development
  • feasibility or business case development for any of the above.

About the funding

The NZTA will seek proposals for activities under activity class 7 at least once a year.

Funding will be granted to the applications that make the greatest contribution to the objectives of the New Zealand Transport Strategy (NZTS), up to the amount allocated for this activity class in the Government Policy Statement (GPS).
