Planning, programming and funding manual

The Planning, programming and funding manual sets out the NZTA's policies, procedures and guidance for the planning and management of land transport activities that can be funded from the national land transport fund.

This manual will guide the 2009/10–2011/12 regional land transport programmes (RLTPs) and the National Land Transport Programme (NLTP) – the first three-year transport programmes. It sets out policy and procedures for developing and managing the RLTPs and NLTP during those cycles.

The manual was also used to manage the 2008/09 NLTP.

The procedures described in this manual have been developed to assist approved organisations to prepare and plan projects and activities for which they seek funding from the NZTA, within the framework of the NZTA’s overall funding allocation process.

Note: The online version and PDF section for the Planning, programming and funding manual now incorporate the changes from Amendment 1 and is effective from 1 July 2009.

F7.8 W/Cs 124 and 131: Cycle path maintenance and level crossing warning devices

Definition: work category 124

Cycle path maintenance

This work category provides for the operation, maintenance and renewal of the pavement and facilities associated with cycle paths, including the operation of associated lighting.

Cycle facilities are eligible for funding assistance provided the facilities are consistent with a relevant cycling or walking and cycling strategy or plan.

Exclusions: work category 124

This work category excludes:

  • cycle paths and facilities used for purely recreational purposes - these are not eligible for funding assistance
  • construction/implementation of new cycle facilities or capital work on existing facilities, such as the provision of new lighting - these are funded under work category 452: cycle facilities.

Level crossing warning devices

This work category provides for the territorial authority to share the costs associated with maintenance, renewal, upgrading and installation of level crossing warning devices carried out by the relevant rail track authority.

The relevant rail track authority will provide a list of priority work to the NZTA. Only work that is on the priority list is eligible for funding assistance. An invoice from the relevant rail track authority must back up claims.
