Planning, programming and funding manual

The Planning, programming and funding manual sets out the NZTA's policies, procedures and guidance for the planning and management of land transport activities that can be funded from the national land transport fund.

This manual will guide the 2009/10–2011/12 regional land transport programmes (RLTPs) and the National Land Transport Programme (NLTP) – the first three-year transport programmes. It sets out policy and procedures for developing and managing the RLTPs and NLTP during those cycles.

The manual was also used to manage the 2008/09 NLTP.

The procedures described in this manual have been developed to assist approved organisations to prepare and plan projects and activities for which they seek funding from the NZTA, within the framework of the NZTA’s overall funding allocation process.

F7.9 W/C 151: Network and asset management

Definition: work category 151

Network and asset management

This work category provides for the general management and control of the road network and management of road assets. Professional services for activity classes 8 and 9 are funded under work category 151, rather than under the individual work categories, except for the following work categories:

  • 123: operational traffic management
  • 141: emergency reinstatement.

Examples of qualifying activities

Examples of qualifying activities includes:

  • management of the road network
  • implementation and operation of road asset management systems
  • roughness and condition rating surveys
  • traffic count surveys, including pedestrian and cycle counts
  • road network inspections and field validation of proposed programmes
  • legalisation of existing road reserves
  • management of the stock of bailey bridges (NZTA only)
  • special road maintenance or renewal-related studies.

Legalisation of existing road reserves

Legalisation of existing road reserves is limited to:

  • legalisation surveys for the acquisition of land for road purposes
  • legalising the stopping of formed roads
  • plan fees payable to Terralink.

Exclusions: work category 151

This work category excludes:

  • expenses involved in legalisation surveys other than those specified above - such expenses do not qualify for funding assistance
  • development of activity management plans - these are funded under work category 003: activity management plans.

Road asset management systems

As a condition of receiving funding assistance for maintenance and renewal of roads, the NZTA requires the use of a road asset management system for treatment selection.

Inventory data

The road asset management system must include an inventory of the road assets, and a record of maintenance renewal and improvement activities. The inventory data must include the following:

Roughness and condition rating surveys

Roughness and condition rating surveys of all sealed roads must be undertaken at least every second year.

Condition rating surveys of all sealed roads carrying more than 500 vehicles per day are to be undertaken annually.

Renewal and improvement projects

The inventory database must be updated as soon as practicable after any project that affects the network is completed.

Training certificate required

In order for road condition rating work to be eligible for funding assistance, the raters acting on behalf of the RCA are required to hold a current certificate issued by the New Zealand Institute of Highway Technology (NZIHT) following satisfactory performance at a rating training workshop.

Treatment selection

Treatment selection shall be based on a methodology, accepted by the NZTA, that takes into account the following (at the very least):

  • the road structure
  • the surface type and age
  • the measured condition, including roughness
  • traffic volumes
  • intervention criteria related to the above agreed with the NZTA.
