Planning, programming and funding manual

The Planning, programming and funding manual sets out the NZTA's policies, procedures and guidance for the planning and management of land transport activities that can be funded from the national land transport fund.

This manual will guide the 2009/10–2011/12 regional land transport programmes (RLTPs) and the National Land Transport Programme (NLTP) – the first three-year transport programmes. It sets out policy and procedures for developing and managing the RLTPs and NLTP during those cycles.

The manual was also used to manage the 2008/09 NLTP.

The procedures described in this manual have been developed to assist approved organisations to prepare and plan projects and activities for which they seek funding from the NZTA, within the framework of the NZTA’s overall funding allocation process.

Traffic services renewals

This work category provides for the renewal of existing:

  • road furniture, lighting, signs and markings
  • traffic management equipment and facilities.

Examples of qualifying activities

Examples of qualifying activities include renewal of:

  • traffic signs, traffic signals and area-wide traffic control systems
  • road delineation marker posts
  • pavement markings, including bus priority lane and cycleway markings on all non-separated road surfaces and markings for stock crossings
  • sight rails
  • carriageway lighting, including poles and replacement of lanterns at the end of their economic life with more efficient types
  • belisha beacons and lighting at pedestrian crossings
  • advanced traffic management systems (ATMS)
  • variable message signs (VMS)
  • local area traffic management schemes (LATMS), including speed control devices and threshold treatments
  • ramp metering equipment
  • surveillance devices and traffic monitoring equipment, such as closed-circuit television systems
  • emergency telephones on motorways
  • weighing facilities owned by an RCA and/or operated as a weight surveillance facility.

Qualifying standard: work category 222

To qualify for funding from this work category, all work must take into account the Manual of traffic signs and markings (MOTSAM) adopted by the NZTA, where that manual is applicable.

Exclusions: work category 222

This work category excludes:

  • the reinstatement of facilities that is caused by maintenance or construction/implementation work - this shall be charged to the maintenance or construction/implementation project
  • amenity lighting - this is not eligible for funding assistance.
