Planning, programming and funding manual

The Planning, programming and funding manual sets out the NZTA's policies, procedures and guidance for the planning and management of land transport activities that can be funded from the national land transport fund.

This manual will guide the 2009/10–2011/12 regional land transport programmes (RLTPs) and the National Land Transport Programme (NLTP) – the first three-year transport programmes. It sets out policy and procedures for developing and managing the RLTPs and NLTP during those cycles.

The manual was also used to manage the 2008/09 NLTP.

The procedures described in this manual have been developed to assist approved organisations to prepare and plan projects and activities for which they seek funding from the NZTA, within the framework of the NZTA’s overall funding allocation process.

Funding assistance for local roads

Qualifying work categories under activity class 10 are eligible for funding assistance at the TA base rate.

Funding assistance for state highways

State highways are those roads declared as such under:

  • section 11 of the National Roads Act 1953, or
  • the Transit New Zealand Act 1989 (renamed the Government Roading Powers Act 1989 from 1 August 2008), or
  • section 101 of the Land Transport Management Act 2003 (LTMA) (as amended by the Land Transport Management Amendment Act 2008).

Qualifying work on state highways in activity class 11 receives funding assistance from the NZTA at a funding assistance rate of 100 percent.

Funding assistance for special purpose roads

Special purpose roads are those local roads that were accepted as such under section 104 (now repealed) of the Transit New Zealand Act 1989 (renamed the Government Roading Powers Act 1989 from 1 July 2008).

For the purposes of the LTMA, the public body having control of the road shall be deemed to be the relevant approved organisation.

Unless approved otherwise by the NZTA Board, qualifying work relating to special purpose roads receives funding assistance from the NZTA at a funding assistance rate of 100 percent if the work is funded from activity class 10: renewal of local roads.

Additional funding assistance for local authorities

The Minister of Transport has approved continuation of the policy for additional funding assistance until cessation of regionally distributed funds (R funds) in 2014/15. This policy allows the NZTA to deal with affordability constraints for individual local authorities in relation to delivering specific transport activities.

This additional funding assistance will be funded from R funds. It will be available only where a local authority has increased its expenditure above a baseline level established by the NZTA.

Additional funding assistance for road renewal

Regional transport committees may support local authorities that wish to use unassigned R funds for an expanded programme of road renewals. The maximum amount of additional assistance will not be more than half the local share and the NZTA must be satisfied there is a significant affordability problem.
