Planning, programming and funding manual

The Planning, programming and funding manual sets out the NZTA's policies, procedures and guidance for the planning and management of land transport activities that can be funded from the national land transport fund.

This manual will guide the 2009/10–2011/12 regional land transport programmes (RLTPs) and the National Land Transport Programme (NLTP) – the first three-year transport programmes. It sets out policy and procedures for developing and managing the RLTPs and NLTP during those cycles.

The manual was also used to manage the 2008/09 NLTP.

The procedures described in this manual have been developed to assist approved organisations to prepare and plan projects and activities for which they seek funding from the NZTA, within the framework of the NZTA’s overall funding allocation process.

Chapter F9 Improvement of roads

F9.4 W/C 323: New roads

Definition: work category 323

New roads

This work category provides for the construction of a new road or road link that is additional to the existing road network, including any associated new road structures.

Examples of qualifying activities

Examples of qualifying activities include:

  • a bridge that forms part of a new road or road link
  • retaining structures that form part of a new road
  • discharge of street water by means of pipes or open drains into natural watercourses, where no artificial drainage system exists, or into artificial drainage systems (sumps, mains or open drains), on, adjacent to or across the road
  • all traffic signs, pavement markings, traffic signals, lighting, etc, necessary to bring the new facility into service.

Exclusions: work category 323

This work category excludes:

  • deviation of an existing road
  • a new cattle stop where none previously existed - this is not eligible for funding assistance
  • new pedestrian or cycle facilities costing $1.0 million or more and are a significant part of the total cost – these are funded under work categories:
    • 451: pedestrian facilities, or
    • 452: cycle facilities.
