Planning, programming and funding manual

The Planning, programming and funding manual sets out the NZTA's policies, procedures and guidance for the planning and management of land transport activities that can be funded from the national land transport fund.

This manual will guide the 2009/10–2011/12 regional land transport programmes (RLTPs) and the National Land Transport Programme (NLTP) – the first three-year transport programmes. It sets out policy and procedures for developing and managing the RLTPs and NLTP during those cycles.

The manual was also used to manage the 2008/09 NLTP.

The procedures described in this manual have been developed to assist approved organisations to prepare and plan projects and activities for which they seek funding from the NZTA, within the framework of the NZTA’s overall funding allocation process.

Chapter F9 Improvement of roads

F9.5 W/C 324: Road reconstruction

Definition: work category 324

Road reconstruction

This work category provides for:

  • the reconstruction or upgrading of existing roads within the existing or widened road reserve
  • deviations onto a new road reserve where the original road is closed, including any associated new road structures.

Examples of qualifying activities

Examples of qualifying activities include:

  • road realignment, re-grading or widening, including seal widening
  • improvements to intersections, passing lanes and blackspots
  • approaches to bridge renewals costing in excess of $50,000
  • asphaltic overlays or grader-laid asphaltic material
  • retaining structures, culverts and replacement cattle stops
  • all traffic signs, pavement markings, traffic signals, lighting (including under-grounding), etc, necessary to bring the improved facility into service.
  • reinstatement of footpaths and vehicular crossings that are part of the reconstruction project (reinstatement is to be to the original standards only - no additional improvements are eligible for funding assistance)
  • discharge of street water by means of pipes or open drains into natural watercourses, where no artificial drainage system exists, or into artificial drainage systems (sumps, mains or open drains), on, adjacent to or across the road
  • (for local road projects) property purchase costs less than $50,000.

Note: Cattle stops must conform to the same design requirements for traffic loads as rural bridges - for detail, see work category 322.

Exclusions: work category 324

This work category excludes:

  • a new cattle stop where none previously existed - this is not eligible for funding assistance
  • traffic services renewals - these are funded under work category 222: traffic services renewals.
