Planning, programming and funding manual

The Planning, programming and funding manual sets out the NZTA's policies, procedures and guidance for the planning and management of land transport activities that can be funded from the national land transport fund.

This manual will guide the 2009/10–2011/12 regional land transport programmes (RLTPs) and the National Land Transport Programme (NLTP) – the first three-year transport programmes. It sets out policy and procedures for developing and managing the RLTPs and NLTP during those cycles.

The manual was also used to manage the 2008/09 NLTP.

The procedures described in this manual have been developed to assist approved organisations to prepare and plan projects and activities for which they seek funding from the NZTA, within the framework of the NZTA’s overall funding allocation process.

F9.8 W/Cs 333: Advance property purchase

Advance property purchase

This work category provides for property acquisition for local roading purposes, prior to the NZTA approving the construction/implementation of a project, where:

  • the land is designated in the district plan for road purposes
  • the scope of the package or project has been endorsed by the NZTA
  • the purchase is required for hardship reasons or other situations as specifically approved by the NZTA.

Projects proposed for approval by the NZTA should be major elements in the improvement of the road system supported by transport planning schemes and indicated by high assessment profiles.

Funding assistance

Legalisation surveys, including plan fees payable to Terralink, are to be treated as part of the land acquisition cost. No other expenses involved in the legalisation process are eligible.

A condition of funding assistance for advance property purchase is that the NZTA's financial interest is registered on the property title, so that, when any property surplus to roading needs is sold, the NZTA's share is reimbursed.

In some cases, the registration of the NZTA's interest on the title will give the NZTA the opportunity to express a view on the proposed disposal or alteration to the property.
