Planning, programming and funding manual

The Planning, programming and funding manual sets out the NZTA's policies, procedures and guidance for the planning and management of land transport activities that can be funded from the national land transport fund.

This manual will guide the 2009/10–2011/12 regional land transport programmes (RLTPs) and the National Land Transport Programme (NLTP) – the first three-year transport programmes. It sets out policy and procedures for developing and managing the RLTPs and NLTP during those cycles.

The manual was also used to manage the 2008/09 NLTP.

The procedures described in this manual have been developed to assist approved organisations to prepare and plan projects and activities for which they seek funding from the NZTA, within the framework of the NZTA’s overall funding allocation process.

F9.9 W/C 341: Minor improvements

Definition: work category 341

Minor improvements

This work category provides funding to RCAs for the construction/implementation of low-cost/low-risk improvements. The value of individual projects/activities is limited to a maximum of $250,000.

Note: All projects require the specific approval of the NZTA's regional staff prior to commencement of the project. Details of individual projects must be attached in LTP online.

Examples of qualifying activities

Examples of qualifying activities include:

  • small, isolated geometric road and intersection improvements
  • traffic calming measures
  • lighting improvements for safety
  • installation of new traffic signs and pavement markings, or upgrading these to the current standard, costing in excess of $10,000
  • provision of guardrailing
  • sight benching to improve visibility
  • pedestrian facilities that comply with the definition for work category 451: pedestrian facilities
  • cycle facilities that comply with the definition for work category 452: cycle facilities
  • stock access structures
  • formation of ‘trailer parks’
  • minor engineering works associated with community programmes.

Other projects may be considered upon application to, and approval by, the NZTA.

Exclusion: work category 341

This work category excludes the installation of new traffic signs in association with a road renewal project and minor improvements in traffic management equipment and facilities, up to a limit of $10,000. These may be programmed in work category 231: associated improvements.
