Only contractors who are registered as ‘prequalified’ by us may be eligible to tender for state highway contracts with us without having to go through the preliminary formalities every time.
The prequalification system is an acknowledgement of your qualifications and experience – and it simplifies the tendering process, saving time and effort in the tender process.
Prequalification is available for four categories (each with four levels):
Waka Kotahi NZ Transport Agency is moving to a new health and safety and physical works prequalification system. This move is aimed at reducing costs for our contractors and simplifying health and safety prequalification, which are part of our commitments under the Construction Sector Accord.
This means that we will no longer use ISN for prequalification. Health and safety prequalification will be achieved through Tōtika, and physical works prequalification will be achieved through a free-to-use Waka Kotahi in-house system currently in development.
Contractors seeking to apply for prequalification should:
Prequalification information pack (please note that this information pack has not yet been updated to reflect our new processes. Contractors should use this information pack as a guideline for the required documentation and instead follow the above process for prequalification application).

The register lists all prequalified contractors according to work levels and category. It is updated on 31 January, 30 April, 31 July and 31 October each year.
