NZTA Procurement Manual - feedback from Approved Organisations

The NZTA Procurement Manual sets out the approved procedures for procurement that NZTA is required to have under The Land Transport Management Act (LTMA). These procedures ensure that public funds are used responsibly and that procurement processes deliver value for money.

An updated, simplified manual is being developed to create a more modern, user-friendly resource for NZTA and Approved Organisations that supports efficient, transparent, and compliant procurement processes. This change aligns with our commitment to continuous improvement and better outcomes for projects and communities. 

We’ll be planning engagement activities from February 2026 with Approved Organisations to collect their feedback on the new approach before it’s finalised for the expected implementation in June/July 2026. 

More information about the new Manual and the changes it will bring will be made available on our relevant webpages in early 2026.

NZ Transport Agency Waka Kotahi may publish in part or in full the information you submit, for example in a consultation report, but we will not include any information that could be used to identify an individual person. If you have indicated you are an authorised representative of an organisation, we may publish your organisation’s name. Please clearly indicate if your comments contain commercially sensitive information or, if for some other reason, they should not be disclosed. 

If you would like to request official information from us, please direct it to the Procurement team so we can respond to it in a timely manner.
