The Minister of Transport has decided to progress 36 minor land transport changes via the Land Transport Rule: Regulatory Systems Rule Amendment (RSRA) 2025. The minor updates will take effect from 3 November 2025.
The changes help simplify and clarify legislation making it easier for industry, individuals and NZTA to operate by reducing compliance and enforcement costs without compromising on safety.
All relevant NZTA resources will be updated as required.

During consultation we asked for feedback about 41 minor changes to 9 land transport rules to be made via the Land Transport Rule: Regulatory Systems Rule Amendment (RSRA) 2025.
The changes related to the following land transport rules:
The discussion document presented the changes in two parts. Part A set out small and discrete Rule changes with the reason for the suggested change. Part B set out proposed new and amended specifications for Traffic Control Devices (TCD).
Consultation closed 3 June 2025.
Five of the proposed changes relating to heavy vehicle brakes will not proceed, as submissions identified the changes as being out of scope for the RSRA process. More policy work is needed to understand the full impact of those changes.
