Purpose

To authorise changes proposed by Auckland Transport (AT) to the scope and cost of Auckland Manukau Eastern Transport Initiative (AMETI) Package 1 activities, and to seek endorsement for funding approval for Panmure Phase 1.

Resolutions

Funding is approved for the construction of Auckland Transport’s AMETI Package 1 – Panmure Phase 1 project at an estimated cost of $182.66 million ($212.18 million less $13.52 million for the already funded Mountain Rd bridge component less $16.0 million for the Panmure Interchange) at a funding assistance rate of 54.33% (NZTA share $99.24 million), with the NZTA share being available commencing in 2012/13.

Reason for the decision

The assessment profile for this activity has been determined as being of High strategic fit, High effectiveness and Low economic efficiency.

  • The construction phase of this activity is not specifically mentioned in the 2009/12 NLTP (the design phase is). However Panmure Phase 1 is a component of the AMETI package of works endorsed by the NZTA Board in July 2009. It replaces the Sylvia Park and Pakuranga bus lanes projects which will not be brought forward by Auckland Transport in this NLTP period.
  • Panmure Phase 1 will be instrumental in stimulating economic growth in the Panmure/Tamaki Edge area by unlocking up to 74 hectares of brownfields land with new and improved transport links. It will also provide greatly enhanced PT services and improved walking and cycling facilities.
  • The AMETI project as a whole will lead to the development of an integrated, multi-modal transport network to support strategic change in transport use and economic growth and development in Auckland’s eastern suburbs.

We confirm that the matters in sections 20(2) and 20 (5) of the LTMA have been satisfied, and that the matters in section 20(3) have been taken into account.
