(SH1) Papakura Interchange upgrade – design and construction funding

Purpose

To seek the Board's approval for funding the design and construction of the NZTA's Papakura Interchange Upgrade project in the Auckland region.

Resolutions

The NZ Transport Agency Board:

  • a. approves funding for the design and construction of the NZ Transport Agency's (NZTA's) Papakura Interchange Upgrade project, at an estimated cost of $30.01 million (NZTA's share $28.06 million) from N funds, subject to the Group Manager, Regional Partnerships and Planning's prior approval of any special procurement procedure, which may be applied to purchasing the activity and its subsequent publication on the NZTA's website;
  • b. notes that the Papakura District Council will provide supplementary funding of $1.95 million, plus an in-kind donation of land to the project;
  • c. notes that the 95th percentile cost for the project is estimated at $32 million and the 5th percentile at $25 million;
  • d. notes that the assessment profile for the project has been determined as MMM and that the reasons for this decision are set out in the Reasons for recommendation section; and
  • e. agrees to take Board paper 09/12/0304 out of Committee when the Board has published the notice of decision.

Reason for the decision

  1. The assessment profile for this activity has been determined as being of Medium strategic fit, Medium effectiveness and Medium economic efficiency.
  2. The project contributes to the NZTA's Investment and Revenue Strategy, which is intended to give effect to the GPS. It also contributes to the economic development objective of the LTMA through the relief of current and future congestion and its support of economic growth on the Hingaia Peninsula.

We confirm that the matters in sections 20(2) and 20(5) of the LTMA have been satisfied, and that the matters in section 20(3) have been taken into account.
