(SH94) Homer Tunnel improvements – preliminary investigation funding

Purpose

To seek the Board’s approval for funding the preliminary investigation of the New Zealand Transport Agency’s SH94 Homer Tunnel Safety Improvements project in the Southland region.

Resolutions

The NZ Transport Agency Board:

  1. approves funding for the preliminary investigation of the NZ Transport Agency’s SH94 Homer Tunnel Safety Improvements project up to project macroscope at an estimated cost of $515,000 from R funds;
  2. notes that the construction cost for the project, at this early stage of its development, is estimated at between $40 million and $70 million;
  3. notes the reasons for this decision are as set out in the Reasons for recommendation section; and
  4. agrees to take Board paper 09/10/0279 out of Committee when the Board has published the notice of decision.

Reason for the decision

The assessment profile for this activity has been determined as being of high strategic fit, medium effectiveness and high efficiency.

The project contributes to the NZTA’s Investment and Revenue Strategy, which intends to give effect to the GPS. It provides a long term solution to a deteriorating safety issue and will contribute to economic development and safety objectives of the LTMA.

We confirm that the matters in sections 20(2) and 20(5) of the LTMA have been satisfied and that the matters in section 20(3) have been taken into account.
