Planned investment by activity class

This new activity class delivers activities that support New Zealand’s initial target to reduce the number of people killed or seriously injured on the country’s roads by 40% by 2030.

This activity class aims to improve and encourage people to use public transport services. Public transport provides a safe, affordable way for people to get to work, school and other important places. It also helps to reduce greenhouse gas emissions in cities.

This activity class funds improvements to public transport infrastructure and operations in cities and towns across New Zealand. This includes metro rail activities that are part of the Rail Network Investment Programme.

Making more environmentally friendly travel options like walking and cycling safer and easier makes our cities and towns more liveable, improves public health and helps to reduce greenhouse gas emissions.

Local road improvements carried out by local government will include activities such as upgrading and resurfacing existing roads, upgrading intersections, adding bus lanes, building new bridges and strengthening for heavy vehicles.

We’ll improve the state highway network by delivering projects already underway to enhance safety, improve freight connections and support emission reduction goals.

Investing to maintain the state highway network supports New Zealand’s social and economic wellbeing by connecting people and places across the country and making it more efficient to get goods to market.

Investment in local road maintenance will support local government to operate, maintain and renew more than 85,000 kilometres of local roads over the next three years.

The investment management activity class covers transport planning, sector research, and investment in the funding allocation system.

The new activity class will enable New Zealand to build a more resilient, sustainable and competitive domestic coastal shipping sector, and enable coastal shipping to play a greater role in moving freight.

The investment being made in rail from 2021–24 will focus on restoring the existing network to a reliable, resilient condition that supports existing services and provides a platform for future growth.
