Introduction

This work category provides for the replacement of, or restoration of strength to, sealed pavements where other forms of maintenance and renewal are no longer economic.

This page relates to the 2012-15 NLTP only. 

Examples of qualifying activities

Examples of qualifying activities include, but may not be limited to:

  • granular overlays
  • rip and relay
  • pavement stabilisation
  • asphaltic overlays or grader-laid asphaltic material
  • pavement replacement (including the use of recycled materials)
  • structural asphaltic concrete rehabilitation.

Other potential activities that are not in the above list should be discussed with the Transport Agency for eligibility.

Exclusions

This work category excludes:

  • improvements – where it is prudent to carry out some improvements in conjunction with the rehabilitation, this may be programmed under Work category 341: Minor Improvements if the Total Cost for Approval is $300,00 or less.  For improvements costing more than $300,000, this should be carried out under the appropriate improvement work category.
  • pavement strengthening of unsealed roads – this is funded under Work category 211: Unsealed road metalling.

Work category qualification

To qualify for inclusion in this work category, the work must be the long-term least-cost option for the Approved Organisation and the Transport Agency (state highways), calculated in terms of present value (PV).

Approved Organisations and the Transport Agency (state highways) must undertake benefit and cost appraisals of individual projects and make copies of the evaluations available as requested by the Transport Agency. A simplified procedure is provided for pavement rehabilitation in the Economic Evaluation Manual – see SP1.
