REG has developed an initial benchmarking system to measure an road controlling authority’s (RCAs) maintenance efficiency, effectiveness and value for money in the Transport Insights web portal.

These three dimensions offer a view of maintenance performance and enables RCAs to compare their maintenance delivery outcomes to others.
Comparisons between RCAs need to account for differences in challenges and cost drivers. REG has used the existing NZTA peer groups based on the proportion of urban network length. These peer groups allow for meaningful comparisons between councils with similar characteristics.
The Transport Insights performance dashboard uses network road roughness as the primary quality metric because it’s available across all councils. While not a perfect metric, roughness is directly experienced by the public, as well as impacting vehicle operating costs.
This dashboard will help RCAs to gain insights to improve their performance by learning from their peers and identifying areas to enhance efficiency and effectiveness.
REG will enhance these comparisons as more comprehensive pavement condition data is gathered through the Consistent Condition Data Collection project and by applying Data Envelope Analysis across local and state highway networks.
