mackays to pekapeka banner1

There has always been an expectation that the Mackays to Peka Peka Expressway would change how people move around our district, and that traffic patterns and volumes would change on local roads once the Expressway opened.

Late last year the NZ Transport Agency, the Kāpiti Coast District Council and the M2PP Alliance came together to review speed limits on roads that have been created, or affected by, our Expressway construction work. We invited feedback from residents, stakeholders and the community, on what the speed limits should be on the following roads in order to minimise harm and reflect the function of these roads.

The roads that were looked at include:

  • Emerald Glen and Waterfall Roads
  • Poplar Avenue
  • Otaihanga and Ratanui Roads
  • Ngā Manu Reserve Road
  • Maurice Smith Way
  • Peka Peka, Te Kowhai and Hadfield Link Roads

Results of the review and consultation

As part of this consultation, 98 community members or residents provided feedback, as well as 11 key stakeholders.

On Thursday 23 March a Speed Limits Review recommendations report (external link) was put forward to Kāpiti Coast District Councillors, and a Council resolution was passed on the proposed speed limits for these roads.

All recommendations in the report were passed, which means from 12 April, the following speed limits will come into effect:

  • Emerald Glen Road (full length): the 100 km/h speed limit will change to 60 km/h.
  • Waterfall Road: (full length): the 100 km/h speed limit will change to 60 km/h.
  • Otaihanga Road (Ratanui Road to State Highway 1): the 80 km/h speed limit will change to 60 km/h.
  • Ratanui Road (Otaihanga Road to 615m north east Mazengarb Road): the 80km/h speed limit will change to 60 km/h and the 50 km/h speed limit will be extended 20m to 635m north east of Mazengarb Road.

The following changes will apply once the construction of the Poplar Avenue and Peka Peka Interchanges is complete:

  • Poplar Avenue (Raumati South): a 50 km/h will apply to the full length of Poplar Avenue.
  • Ngā Manu Reserve Road (full length): a 60 km/h speed limit will be set.
  • Maurice Smith Way, Waikanae (full length): a 60 km/h speed limit will be set.
  • Te Kowhai Link Road, Peka Peka (full length): a 80 km/h speed limit will apply.
  • Hadfield Link Road, Peka Peka (full length): a 80 km/h speed limit will apply.
