What is revocation?
Revocation is the cancellation or removal of a status or offer. In this case, revocation is the removal of the status of ‘state highway’ from the stretch of road between Poplar Avenue and Peka Peka Link Road and its management under the NZ Transport Agency. As a result, this route will revert back to a ‘local road’ managed by the Kāpiti Coast District Council.
Why is this work happening?
Since the Mackays to Peka Peka Expressway opened in February 2017, the 13.5km section of road between Poplar Avenue and Peka Peka Link Road is no longer required to function as a national highway.
Who is undertaking the work?
The NZ Transport Agency is conducting the revocation work. Capital Journeys will also be undertaking road maintenance work during this period. Capital Journeys will be contacting any affected residents separately to confirm the location and extent of the works.
When are the works scheduled and how long will they go for?
The works are estimated to take around 24 months to complete, with zones 8b–10 completed in early 2019, and work on zones 1–8a starting in January 2020. Over this period, there will be various rates of transformation throughout the route. While this work is underway access to properties will be maintained and disturbance to residential activities will be minimised.
What works can I expect outside of my property?
You can expect to see a safer new road layout, improved cycling and pedestrian routes, greater connectedness with the local townships of Waikanae and Paraparaumu, and increased overall residential and township amenity. See the zone specific information on this website for more information.
What works can I expect in Waikanae and Paraparaumu townships?
The townships of Waikanae and Paraparaumu are expected to see safer traffic, improved pedestrian and cycling facilities, and improved overall township amenity through landscaping and reduced traffic speeds. The road corridor and on-street parking will be retained and integrated into the new design.
Why is one lane in each direction proposed for Waikanae?
Traffic volumes on the existing SH1 through Waikanae have dropped around 55% since the Mackays to Peka Peka Expressway opening in February 2017. The significant reduction allows for changes to the road layout to improve traffic flow and safety.
The improvements through Waikanae Town Centre will see a single traffic lane in each direction for through traffic, and dedicated lanes for right and/or left turning traffic at Te Moana Road, Elizabeth Street and Ngaio Road, each of which will have traffic lights. We'll add extra parking along the road alongside on-road cycle lanes in each direction.
Providing a single through-lane in each direction allows us space to fit in car parking, cycle lanes and turning lanes, without needing to purchase property. We are also lengthening the turning lanes to allow more vehicles to queue before they turn, and to reduce the likelihood of turning vehicles holding up through traffic. The proposed layout also allows for better pedestrian crossing facilities.
Why is a new roundabout proposed at the Raumati Road/Main Road Intersection?
There are some safety issues with the existing intersection at Raumati Road and Main Road. A roundabout will improve safety and provide an environment that encourages lower vehicle speeds (50km/hr) on Main Road.
Why are traffic lights proposed at the Ihakara Street/Main Road Intersection?
Traffic lights will improve the overall safety of the intersection for all transport modes by better managing future anticipated traffic volumes.
