Common fees

Driver licensing

Before October 1, everyone paid their driver licence fees in components - an application fee, and a test fee, and if you failed a test, you had to pay to re-sit it. There is now no fee to book, cancel or reschedule a test.

Vehicle licensing (rego)

What’s changed:

  • Administration fees paid when renewing your rego increased. The total fee you pay for your rego is made up of different parts:
    • a licence fee 
    • an ACC levy 
    • a transport service licence fee (if the vehicle is used under a TSL), and
    • an administration fee.

RUC administration

What’s changed:

  • Increased the administration fee for RUC transactions.

An administration fee applies to all types of RUC licence.

Application to purchase distance licence (RUCLA)

Note: these changes only impact the administration component of a RUC transaction, not RUC rates themselves.

Fees and charges as outlined in the consultation document have changed. This is due to: 

  • changes in inflation assumptions
  • changes in projected volumes
  • calculation errors
  • changes to the way the core regulatory loan will be paid back.

Have any of the proposals changed since consultation?

Yes. There have been changes to:

  • Proposal 5, which sought to address the cost of regulating dangerous goods, including those carried in rental vehicles. Submissions pointed out this would capture a large number of rentals that were unlikely to carry dangerous goods or generate costs (risks) to the regulator function. This proposal has been amended to apply to all goods service licence GSL holders and only RSL holders that rent out heavy (3.5+ tonne) vehicles, as these vehicles are most likely to carry dangerous goods.
  • Proposal 8, which proposed three new application, approval and modification fees to reflect the costs of creating individualised connections to Waka Kotahi systems for new and existing eRUC providers. Now, costs for applications and approvals will be recovered on a case-by case basis using an hourly rate.  We have also removed the set charge for regulatory oversight of eRUC providers, which will instead be funded from land transport revenue.
