Purpose

Release of the updated State highway construction and maintenance noise and vibration guide, version 1.1

The purpose of this note is to advise project and network managers that there has been an update to the State Highway Construction and Maintenance Noise and Vibration Guide for your action. The updated guide, published in August 2019, is available on the Transport Agency’s website for download and must be applied from now on to all state highway construction and maintenance work.

This version updates the previous v1.0 of the guide, that was released in 2013. The previous guide was out of date in terms of document references and with respect to current Transport Agency processes and tools.  The changes are considered relatively minor.

The development of this update has had oversight from acoustic experts and in consultation with industry. The update will ensure that noise and vibration continue to be managed in a compliant, consistent and efficient manner on a nationwide basis.

General information

The update to the State highway construction and maintenance noise and vibration guide has included several changes. 

Firstly, updates to Transport Agency processes and structure.

Secondly, updates to references throughout the guide, including the Z19 Standard and Environment and Social Responsibility Screen publications.

Thirdly, it introduces a refreshed template, clearer guidance around deliverables at each assessment tier and simplification of process diagrams for the three tiers.

Finally, updates to the predictions section to reflect changes to the Transport Agency’s web tools.

A further review and update to the guide is expected to be made during 2019/20 in consultation with relevant stakeholders to broaden the scope of the guide beyond state highways construction and maintenance to include local roads

Effective date

As there is a need to ensure current practices meet best practice requirements, all construction and maintenance works must now use this guide version 1.1 from August 2019.
