The NZ Transport Agency recognises that noise and vibration associated with road construction and maintenance can be intrusive and disturbing, especially at night. The effective management of such noise and vibration is essential to avoid unreasonable effects on communities and individuals. This guide has been produced to inform Transport Agency staff, contractors and the public about construction and maintenance noise and vibration. Information is also provided on prediction, management, mitigation and documentation of such noise and vibration.

Noise barriers are probably the most widely recognised form of noise mitigation used by the Transport Agency. Noise barriers need to be considered in the context of providing effective noise relief, while also addressing issues of appearance, urban design, site constraints, maintenance (including whole-of-life costs), safety, graffiti, cost and sustainability. This guide has been produced to aid Transport Agency staff and contractors with the design, construction and maintenance of noise barriers.

Guide to assessing road-traffic noise using NZS 6806 for state highway asset improvement projects

This guide describes the processes to be used on NZ Transport Agency asset improvement projects for assessing and, where required, determining appropriate mitigation for road-traffic noise. These processes are based on NZS 6806:2010. The guide also gives effect to the Transport Agency's state highway project development and delivery standards, in particular SM030 minimum standard Z/19 – Environmental and Social Responsibility Standard.

Land transport rules are a form of delegated legislation similar to regulations. The Transport Agency produces rules for the Minister of Transport under an agreement made with the Chief Executive of the Ministry of Transport.
