Land Transport Rule: Setting of Speed Limits 2022

This Rule establishes an integrated speed management planning process that considers how safety infrastructure, safety cameras and speed limits can be combined effectively to help achieve a safe transport system.

The stated objective of the Rule is to contribute to road safety by

  • providing for a whole of network approach where speed management is considered alongside investment in safety infrastructure; and
  • empowering or requiring road controlling authorities to set speed limits for roads under their control; and
  • setting out requirements road controlling authorities must comply with when setting speed limits.

Speed management plans are the primary means by which proposed speed limits changes are developed, shared and certified.

The Rule sets out the process for preparing speed management plans, the roles and responsibilities for the process, and the required content of the plans.

The Rule was notified in the Gazette on 20 April 2022 and came into force on 19 May 2022.
