Vehicle dimensions and mass permitting manual – Volume 2

Volume 2 of the Vehicle dimension and mass permitting manual (the VDAM manual) describes the Waka Kotahi NZ Transport Agency’s processes and procedures for issuing overweight, overdimension, HPMV and specialist vehicle permits. The primary audience for volume 2 is:

Waka Kotahi staff and contractors involved in permitting
permitting staff in local road controlling authorities that have adopted the Waka Kotahi permitting policies, and
transport operators and truck and trailer manufacturers who want to know how permit applications are assessed. Enforcement agents may also be interested in how the Waka Kotahi processes permit applications. Note: The parts in this volume are being progressively updated. Please refer to the effective date for the most recent amendment.

The Land transport benefits framework and management approach: guidelines provides guidance on how to apply the Benefits Framework (the list and description of the benefits) and Benefits Management Approach (how benefits are applied, monitored and reported). The guidelines clarify some key questions about benefits and how they are used in processes related to the National Land Transport Programme, the Business Case Approach, investment decision making and benefits realisation.  

Part one of these guidelines contains information on the benefits and measures in the Benefits Framework. Part two provides detailed descriptions and process maps of how to apply the benefits framework and how to monitor and report on benefits. The guidelines will be updated on a periodic basis.
