The Government has proposed changes to the graduated driver licensing system (GDLS). Any changes will not happen until July 2026. To become a fully licensed class 1 driver, you need to pass through the 3 stages of the driver licensing system:
You need to complete the requirements of each stage before you can move to the next.
You must pass a theory test before you can start stage 1 – learner licence.
As part of getting your driver licence, you must pass 2 practical driving tests:
Your application fee includes your first test, and a second test if you need it.
For example, a learner licence application includes 2 theory tests, and a restricted licence application includes 2 restricted practical tests.
If you need 3 tests or more, you'll need to pay a test fee for each test.
All fees include GST and are non-refundable.

If you need to change, cancel or rebook your test, you may need to pay a fee. If you do it at least 2 full working days in advance, the fees will be lower.
